An integrated urban management model

Urban areas are some of the most important sites for the implementation of actions against climate change. In Europe, most of the population lives and works in cities, and it is estimated that they consume some 80% of the energy used in the European Union. Citi Councils and local governments are the government level closest to the citizens and they are an effective platform to address climate-related aspects in an integrated manner.

The Sustainable Climate and Energy Action Plan of Seville (Plan de Acción por el Clima y la Energía Sostenibles de Sevilla – PACES) is the instrument of the city’s local government to activate mechanisms aimed at preventing and mitigating the effects of climate change. The Plan is also the result of the international commitments assumed by the city, among them the Covenant of Mayors for Climate & Energy, subscribed by the City Council of Seville.

Improving energy efficiency of municipal buildings sustainable mobility, awareness raising and responsible consumption, promotion of renewable energies and energy saving are the major actions lines included in the plan.

The PACES expands and reinforces the tool established by Seville in 2010 to reduce its greenhouse gas emissions (Sustainable Energy Action Plan) and covers the 2012-2020 period. Its main objective is to reduce emissions by at least 40% as compared to the year of reference (2010) by 2020 (826,916 tons of CO2 per year). If we consider the reduction already achieved since 2010, estimated in around 636.000 tons, total reduction for the entire decade shall account for some 1.46 million tons.

The Plan involves all of the areas of Seville’s City Council, including its companies and public entities and covering municipal buildings and fleets: Energy Agency, CEMS, Municipal Buildings, Emasesa, Emvisesa, Major Events, Urban Planning Office, IMD, LIPASAM, Mobility, Parks and Gardens, Fleet, Human Resources and TUSSAM.

The 78 initiatives included in the plan focus on four top-priority action lines:
1. Improving energy efficiency of municipal buildings.
2. Developing and sustainable mobility model.
3. Promoting renewable energies and energy saving.
4. Raising awareness on and promoting responsible consumption.
